Traffic Case Records in Sullivan County
Where does a Sullivan County traffic case actually live? It depends on who wrote the ticket. The matter may sit in Sullivan County General Sessions. It may also land in the municipal courts for Bristol, Kingsport, Johnson City, or Bluff City. Check the agency and court printed on the citation, and route the record accordingly.
The county's online filing system is the Sullivan TnCIS form. It covers Circuit Court, General Sessions, and Clerk and Master. Note what is missing: no Municipal Court choice. City ordinance and most city traffic files stay with the municipal clerks instead. County citations handled in General Sessions run through the Circuit Court Clerk structure. A payment vendor can quote a balance. But that is not the full docket or the filed court record.
Bristol Has Three Lookup Keys
Bristol's official Pay Citations page points to a vendor portal with three ways in. You can search by citation number, driver's-license number, or vehicle license plate number. The citation number is the cleanest court key; the other two simply help when the paper copy is missing.
| Lookup key | Use | Caution |
|---|---|---|
| Citation number | Find the exact ticket | Copy all characters |
| Driver's-license number | Find a ticket tied to the license | Use the portal's requested format |
| Vehicle plate | Find a vehicle-linked citation | Confirm the correct case |
Paid online? Give it a day or two. Payments may take one to two business days to post, so keep the printed confirmation and call the city clerk if your result has not updated by then.
Bristol Citation Portal in View
The official Bristol citation page shows lookup, payment, fee, and posting-delay instructions.

The official city page backs up one habit: hold onto your confirmation while a payment posts. Remember the limits, too. This is a Bristol-specific lookup, not a county-wide docket.
Sullivan County Traffic Ticket Lookups
When a portal fails, work the other channels. First, read the issuing court off the citation itself. Use TnCIS only for a county General Sessions matter. Bristol has its citation portal, or call 423-989-5500. Kingsport offers Traffic Court at 423-229-9428 and Police Records at 423-229-9427. Johnson City publishes no official public citation lookup, so call 423-434-6160, and Bluff City likewise relies on its city clerk at 423-538-7144.
- Read the citation number, issuing agency, court, and printed date.
- Use the matching county or city route.
- Compare the name, charge, and date before taking action.
- Call or visit the clerk if a new ticket has not posted.
- Keep payment, reset, or disposition confirmation.
One warning worth its own line. If a city ticket is absent from county TnCIS, that does not mean it was dismissed.
Kingsport Uses Two Phone Lines
Kingsport splits its traffic work across two phone lines, and knowing the split saves time. Police Records runs Monday through Friday, 8 a.m. to 5 p.m. That office tracks traffic citations for City Court and handles incident and accident record information. Those police files are not the City Court docket, though. Say up front what you need. It could be the citation record, an accident report, a scheduled appearance, or a payment. Then staff will route you correctly.
The red-light video review is narrower still. The city asks for the citation number and vehicle tag. It does not want a party name, status range, or general case number. Kingsport publishes no broader municipal case-history form with those wider fields. So a failed video lookup proves nothing about whether a City Court case exists. Recheck the citation details and use the two phone routes.
Where do you go in person? Kingsport City Court sits in the Justice Center at 200 Shelby Street. Traffic Court at 423-229-9428 answers scheduling questions. Police Records at 423-229-9427 handles citations and public information. That distinction keeps a hearing question separate from a citation-record question, and both numbers appear on the city's own notices.
Two recent events show why current notice checks matter. Kingsport's 2025 renovation closure and 2026 weather cancellation both moved business unexpectedly. Cases can be reset. The city may notify you by letter or phone rather than online.

The Kingsport City Court page locates the court and citation services.

The related Police Records page explains the records route.

Together they support separate contacts for settings and citation records.
Traffic Court Dates in Sullivan County
The paper citation comes first. After that, confirm the date with the responsible clerk, especially after bad weather, a renovation, or any other closure. Know the vocabulary, too. A "setting" is an event placed on the calendar, a continuance moves it, and a docket sounding may be just a status or scheduling call rather than the trial itself.
| Citation Number | The ticket identifier, shown here generically as citation number. |
|---|---|
| Court | The county or municipal court that holds the matter. |
| Date and Time | The appearance printed on the citation or confirmed setting. |
| Room | The designated courtroom, such as Bristol Room 207. |
| Status | Pending, paid, disposed, reset, or another court-defined status. |
Johnson City holds traffic sessions Monday at 8 a.m., Wednesday at 8 a.m., and first and third Tuesdays at 6 p.m. Bristol runs Tuesday and Thursday at 8 a.m. Confirm before you travel.
Bristol Room 207 Versus 203
Location matters in Bristol, because the courtroom and the payment counter sit in different buildings. Bristol Municipal Court meets on the second floor of the Sullivan County Justice Center. That courtroom is Room 207. The clerk and payment counter is at City Hall Room 203, 801 Anderson Street, phone 423-989-5500. The two are not interchangeable.
The split also shapes mailed and after-hours transactions. The post-office box and drop box serve the payment route. The courtroom hosts the scheduled judicial event. Want a payment plan? Call 423-989-5500. Do not assume a partial sum in the drop box changes your court obligation. Keep copies of anything you mail, and note the delivery date.
Bristol also lists a Circuit Clerk or assistant district attorney contact at 423-279-2752. That county contact should not replace the municipal clerk for an ordinary city ticket. Read the caption and issuing agency on your paperwork. A county Law or General Sessions case can use county TnCIS and clerk channels. But a Bristol code or city traffic matter stays on the municipal route unless the court directs otherwise.
Routing rule: use Room 207 for the court setting and Room 203 for the city clerk, payment, plan, and certificate process.
Mailing is another option. Send a local personal check, money order, or cashier's check to P.O. Box 1189, Bristol, TN 37621-1189. There is also an after-hours drop box on the 8th Street side of City Hall.
Paying a Ticket vs Fighting It
Paying and fighting a ticket are separate roads. Watch the court deadline closely, because it applies to both. Want defensive driving? Bristol makes you come to court first and ask permission; no online course counts, and eligibility limits apply.
| Paying | Contesting |
|---|---|
| Use the court-approved online, mail, counter, or drop-box route | Follow the citation and appear or enter the response the court requires |
| Keep a receipt while posting completes | Confirm the hearing date and room |
| Ask the clerk how payment affects the case | Ask about any court-approved disposition option |
Failure to appear: TDOSHS guidance says a reported failure can trigger a 30-day period to satisfy the court and submit a release. After that, a $65 reinstatement fee is identified under T.C.A. ยง55-50-502(a)(1)(I).
Bristol Driving School Requires Permission
Permission comes first, and eligibility has hard edges. The Bristol defensive-driving process allows the option once every two years. It bars commercial Class A, B, or C drivers. Anyone with a prior no-insurance charge is barred too, and online courses are rejected. Get court permission at your assigned date before you sign up for anything.
The city course costs $50 for school and $25 for administration. Court cost adds $66, totaling $141. An approved outside school runs $25 plus $66, or $91. That sits on top of whatever that school charges. The certificate and full payment must reach Room 203 before the judge's date. This is a city process, not a promise that the conviction vanishes from every record.

The defensive-driving page lays out Bristol's permission, fee, class, and certificate steps.

These conditions belong to Bristol Municipal Court alone, and they do not carry over automatically to any other court.
Two Records: Court File and Driver File
Two files, two offices. The clerk holds the citation case, while the Tennessee Department of Safety and Homeland Security keeps the driver history. A court docket search cannot replace an official motor vehicle record, so settle the case with the court and any license consequence with TDOSHS.
| Court file | Driver file | |
|---|---|---|
| Keeper | County or municipal clerk | TDOSHS |
| Shows | Citation, setting, plea, disposition, costs | Reported convictions, points, suspension data |
| Access | Portal, phone, counter, request | Official state record route |
TDOSHS says court-ordered traffic school can remove points even though the conviction stays. Adult drivers who hit 12 or more points in 12 months may face suspension or a hearing; juvenile thresholds differ.
Bluff City Has No Portal
Bluff City offers no online citation search, so the citation itself becomes your main tool. When you call the AOC-listed city-court clerk at 423-538-7144, read back the citation number. Also confirm the listed court date and the issuing agency. The clerk's office sits at 4391 Bluff City Highway, P.O. Box 70. Ask whether appearance is mandatory. Ask whether payment is allowed, whether the date has moved, and how to request the docket entry or disposition. If a written request is required, describe only the named citation and the record you need.
Johnson City works the same way by phone when a municipal citation is unclear. Its court handles city-ordinance matters like traffic, loose animals, high grass, and public-safety or welfare violations. The summons should carry the date and time. Is the paper damaged? Was the case reset? Call the municipal clerk at 423-434-6160 to confirm.
One historical note on fees. A 2011 Bluff City ordinance set a $50 civil camera penalty. It added $40 in court costs for anyone who did not prevail or failed to appear. That is an old, ordinance-specific example, not a current fee schedule. So confirm today's amounts with the clerk.
Traffic Record Copy Fees
Fees vary by court and by service. Bristol's online payment tacks on a 2.75% processing convenience fee plus a $2.50 website-operator fee. Kingsport's 2024 schedule lists a $60 City Court cost per case, a $13.75 state litigation fee, and a $13.75 local litigation fee. Treat any older electronic-citation charge as unconfirmed until the clerk verifies it.
| Item | Published amount or rule |
|---|---|
| Bristol online processing | 2.75% plus $2.50 operator fee |
| Kingsport City Court cost | $60 per case in 2024 schedule |
| Kingsport litigation fees | $13.75 state and $13.75 local |
| Plain or certified docket copy | Ask the responsible clerk for current cost |
Payment fees, court costs, course charges, and copy fees are all separate items. Ask the office holding the record for a current balance or copy estimate.
